What is the role of 'Customer Focus' in a TQM strategy for service-based industries?


Most TQM literature focuses on manufacturing, but I work in a large healthcare organization. How do we define "Quality" when the output isn't a physical product but a patient experience? How can we gather "Voice of the Customer" (VoC) data effectively in a way that leads to actual process improvements in clinical workflows rather than just high-level satisfaction scores?

In service industries, the "product" is the interaction. You need to map the entire "Customer Journey" and identify "Moments of Truth" where quality is judged. In healthcare, this could be the wait time or the clarity of discharge instructions. To get actionable VoC data, move beyond generic surveys. Use "Critical to Quality" (CTQ) trees to translate vague patient desires (like "good communication") into specific, measurable process requirements (like "doctor response time < 10 mins"). This turns qualitative feedback into quantitative data that your TQM team can actually use to redesign the workflow.

  • That is a vital distinction, Steven. In healthcare TQM, you must balance "Perceived Quality" with "Technical Quality." Your KPIs should be a composite index. For example, a high satisfaction score shouldn't count if the readmission rate is also high. TQM requires looking at the "Total" system. By measuring both the patient's subjective experience and the objective clinical recovery metrics, you ensure that the organization is providing value that is both medically sound and personally respectful to the patient.

We implemented "Patient Advisory Councils" to get direct feedback. It’s the most authentic way to capture the Voice of the Customer in a high-stakes environment.
