What are the best strategies for managing resource allocation in a multi-project environment?


My PMO is currently juggling twelve different digital transformation projects, and we are hitting a massive bottleneck with our senior developers. We use a hybrid waterfall-agile approach, but resource leveling is becoming a nightmare. Does anyone have advice on using a Resource Breakdown Structure effectively without over-allocating the same three people every week?

In my experience, you need to implement a centralized Project Portfolio Management (PPM) tool to get a bird's-eye view of your talent pool. I highly recommend performing a skills gap analysis to see if the "senior developer bottleneck" is due to specific technical skills or just habit. Often, we over-rely on specific people because of their domain knowledge. Transitioning to a shared-services model for high-demand resources can help distribute the load more evenly across the twelve projects.

Are you currently tracking your "utilization rate" for these developers? Sometimes seeing the raw numbers of 120% allocation is the only way to get leadership to approve more headcount.

  • James, we track utilization, but the data is often ignored by the execs who just want the projects finished. I’ve started using heat maps in our reporting to show "Red Zones" where burnout is imminent, which seems to be getting more traction than just spreadsheets.

Try prioritizing projects based on ROI. If a project has lower business value, move its milestones to free up the senior devs for the critical path items.
