How do we overcome employee resistance when introducing a TQM culture?


We are trying to launch a Total Quality Management initiative, but the veteran employees see it as "just another management fad." They feel like the focus on "total involvement" just means more meetings and paperwork for them. How can we demonstrate the value of TQM to a skeptical workforce that has seen many initiatives come and go?

The secret is to find a "quick win" that directly benefits the workers, not just the company's bottom line. In late 2023, we focused our first TQM project on reducing the time it took for employees to get their tools repaired. By applying "Process Improvement" to their specific pain point, we showed them that TQM was about making their jobs easier, not harder. Once they saw that management was actually listening to their feedback (Employee Involvement), the skepticism turned into engagement. You have to lead with empathy and show that quality includes the quality of their work life.

Are you involving the informal leaders of the group—the people the other workers actually listen to—in the planning phases of the TQM rollout?

  • Charles, that's a great point. We haven't identified the "influencers" yet. We've mostly been talking to department heads, which might be part of the problem.

Consistency is key. If leadership stops talking about TQM after three months, the employees will know it was just a fad. You have to stay the course.

  • Spot on, Donna. TQM is a marathon, not a sprint. Leadership must model the behavior they want to see every single day, or the culture will never shift.
