How do BAs effectively manage stakeholder conflict during requirement prioritization?


I have two department heads who both insist their features are "Priority 1" for the upcoming release. Our development capacity only allows for one. As a Business Analyst, how do I objectively facilitate this conflict without damaging my relationship with either stakeholder?

Sometimes I just ask them to help me "rank" the features from 1 to 10. You can't have two number ones in a ranked list!

  • Simple but effective, Karen. Forced ranking is a brutal but necessary exercise when everyone thinks their pet project is the most important thing.

This is where objective prioritization frameworks are your best friend. You need to move the conversation from "opinion" to "data." Try using a Weighted Scoring Model where you evaluate each feature based on criteria like "ROI," "Risk Reduction," and "Strategic Alignment." Assign points to each. When the stakeholders see the math on a spreadsheet, the conflict becomes less personal. They aren't fighting with each other; they are looking at a score. It’s also helpful to involve a neutral third party, like a Product Owner or a Project Manager, to make the final call based on the data you've gathered.

Do you find that visual tools like the "Value vs. Effort" matrix help stakeholders see the reality of the situation?

  • Charles, the Value vs. Effort matrix is a classic for a reason. Often, when a stakeholder sees that their "Priority 1" feature is "Low Value" but "High Effort" compared to something else, they naturally back down. It helps them realize they are asking for a lot of resources for a very small return. It shifts the focus back to what is best for the company as a whole rather than just their own department.
