Is the PDCA cycle still the best tool for continuous improvement in TQM?


I’ve been using the Plan-Do-Check-Act (PDCA) cycle for years in our quality audits. However, with the fast pace of Digital Transformation, some colleagues suggest it’s too slow and we should switch to "Observe-Orient-Decide-Act" (OODA). Is Deming's wheel still the gold standard

The PDCA cycle is timeless because it’s a logic model, not just a speed model. While OODA is great for rapid combat or high-frequency trading, PDCA is better for root cause analysis and structural changes. In early 2024, our logistics company used PDCA to overhaul our return-merchandise system. The "Check" phase was vital; it showed us that our initial "Do" phase didn't actually solve the underlying data gap. If we had just cycled through OODA, we might have made faster decisions, but they wouldn't have been as deeply rooted in permanent problem-solving. Stick with Deming!

Do you find that the "Act" phase is where most companies fail, often moving on to the next problem before standardizing the solution?

  • William, absolutely. Many teams treat PDCA as a one-time event. Without standardizing the "Act" phase, the process eventually reverts to the old, broken way of doing things.

PDCA is the best way to ensure ISO 9001 compliance. Auditors love seeing a documented cycle of improvement that proves you are monitoring your own progress.

  • Jessica is right. From a compliance perspective, the "Check" phase provides the evidence of due diligence that auditors require during a certification sweep.
