To make it "seamless," you really need to look into dedicated connection services like AWS Direct Connect or Azure ExpressRoute. These aren't just VPNs over the open internet; they are physical, private lines into the data centers. It’s more expensive, but it satisfies the security audits because the data never traverses the public web.

Have you considered using a "Sovereign Cloud" provider? Some regions now have cloud hosts that are legally and physically isolated from the global hyperscalers to meet specific local laws.

• Richard, Sovereign Clouds are a great alternative, but for a US-based healthcare company, the big three (AWS/Azure/GCP) all have specialized "GovCloud" or "Healthcare" regions that are already pre-audited for HIPAA. The hybrid approach is usually better if you already have significant investment in local servers. The hardest part is the "Data Gravity" problem—moving massive amounts of data back and forth can lead to high egress fees, so make sure you only process what is absolutely necessary in the public cloud environment.
