How do we balance Agile flexibility with strict Waterfall compliance in hybrid projects?

The most effective way to handle this is by using the "Agile-Waterfall Sandwich" method. You keep the high-level requirements and the final release phases in Waterfall to satisfy the legal and compliance teams, but you execute the design and development in 2-week Sprints. In 2023, we implemented this for a fintech client. We used a "Rolling Wave Planning" technique where we only detailed the next two months of work while keeping the rest of the year as high-level milestones. This gave the developers the room to pivot based on feedback while providing the executives with the predictable timeline they required for budgeting.

Does your PMO allow for a "Buffer" at the end of each Waterfall phase to account for the iterative changes that naturally occur during the Agile cycles?

• Steven, that is a great question. We currently don't have a buffer, which is causing a lot of stress during the 'Testing' phase because we find bugs that require architectural changes.

You should look into the Disciplined Agile (DA) toolkit. It offers specific "Lifecycles" for hybrid environments that help you choose the right way of working based on your constraints.

• I agree with Jennifer. Disciplined Agile is much more realistic for large enterprises than pure Scrum because it acknowledges that "one size does not fit all."
